Hawaii Licensed 15 New Captive Insurers In 2014

Hawaii licensed 15 new captive insurers in 2014, drawing interest from the U.S. and Asia-Pacific region, the state Department of Commerce and Consumer Affairs Insurance Division announced on Thursday.

Captive insurance is a form of self insurance, and 290 captive insurers have been licensed in Hawaii since 1986. The state's experience draws companies ranging from local mom-and-pops to Fortune 500 companies such as Google.

Hawaii is ranked fourth in the U.S. for largest captive domiciles and 11th in the world, based on total number of active captive licenses. For fiscal year 2013-2014, Hawaii's captive insurers wrote more than $2.85 billion in premium volume. Over the past five years, the total combined asset base of Hawaii-based captives has more than doubled to $15.7 billion from $7.2 billion.

"The captive insurance market is becoming increasingly competitive with additional domiciles vying for the attention of companies," Hawaii Insurance Commissioner Gordon Ito said in a statement. "Hawaii continues to attract owners that want an experienced and business-friendly captive environment with a strategic location in the middle of the Pacific."
